Since 2010, the Recovery Audit Contractor (RAC) program has successfully found improper payments made to Medicare providers and suppliers and returned $11.3 billion back to the Medicare Trust Fund. RACs have also helped to expose vulnerabilities in the Medicare billing system, identifying patterns that suggest systemic fraud.
However, bowing to special interest pressure, Congress has suspended almost all RAC audits. As a result, Medicare’s fee-for-service improper payment rate has risen 29 percent, from 8.5 percent in fiscal year FY 2012 before the suspension of the RAC program to 11 percent in FY 2016. This translates into $59.7 billion in losses for the Medicare Trust Fund last year alone!
Congress must stop giving unscrupulous Medicare providers and suppliers a free ride – at taxpayer expense.
